Decides once per request which navigation entries the current user gets, so the two theme headers and the dashboard share one rule per entry.

Renders the shared page chrome (header, footer, Twig globals) around controller-rendered templates.

Decodes the zone editor's POST: the record[] rows with their trailing _complete marker, the checkbox encoding of "disabled", the form_complete marker at the end of the form, and the fields around the table.

Where a controller's pages go: the themed chrome and body in production (PageRenderer), a recorder in tests. A controller hands over the template and the parameters exactly as it built them.
