What the acting user may do with zone templates: which template a zone may be created from, who owns a template, which record types may be stored in one, and how far the linked-zone listings reach.

Which user groups a zone template is shared with. The owner shares with groups they belong to, a ueberuser with any group; members of a group see, apply and (with zone_templ_edit) edit the template.

Expands the [ZONE], [NS1], [SERIAL] style placeholders of zone template records.

Facade over the zone template use cases, kept so existing callers keep one entry point: ZoneTemplateWriteService (templates and the default flag), ZoneTemplateRecordService (template records) and ZoneTemplateAccessPolicy (who may use or owns a template). Lookups and linked-zone listings read the repository directly. New code should depend on the specific service.

Outcome of a zone template write. Callers read the reason and the refusal from here instead of the session; a success may still carry a warning.
